Applications are to be made on the official PermitSmarti online system. You can log into your online account at any time to apply, however the permits will only be processed during the parking office opening hours.
Evidence to be provided
All resident permit applications must be supported by two sets of proof.
Proof of residency
Evidence that you are a resident in the permit zone you are applying for. One of the following which must be dated in the last 3 months:
- Utility bill (water, electric, gas or landline telephone)
- Mobile phone bill
- Bank or credit card statement
- Mortgage statement
- A letter from solicitor stating the date of completion on purchase or the property
- Tenancy agreement or completion letter for new residents within 3 months of moving in
- Your council tax bill (if dated within the last 3 months)
Proof of residency is required for each applicant. Reminders for overdue accounts will not be accepted
Evidence of where the vehicle is kept
Evidence that your vehicle is kept at the vehicle at the address you are applying for a permit for. The following documents are accepted as proof of vehicle ownership:
- Private ownership - A copy of your current insurance document which must show your VRM and name and address within the zone.
- Company vehicles - If your employer owns the vehicle and the V5C is in their name, a required letter from the company secretary (or equal authority) on headed paper, specifying that the vehicle is allocated for your specific use as an employee. (Must be dated within last 3 months). A letter from your employer, on company letterhead, confirming the vehicle is kept by the applicant at the above address for a minimum of 5 nights a week and a copy of either the V5 or hire or lease agreement.
- Leased vehicles - The hire or lease agreement showing the vehicle details, the lease period and your name and address.
Disabled persons badge
Residents in the permit scheme who hold a valid disabled persons badge will be issued a resident’s parking permit free of charge on application and with proof of their blue badge. Only one free permit can be obtained per property.
Virtual or physical permits
The virtual or physical permit remains the property of the Council. If you move or no longer have the use of the vehicle, then any permit will be cancelled and cease to be valid and any physical permits must be returned immediately.
A virtual permit is only valid for the vehicle and parking zone for which it is registered on your account in the PermitSmarti system. The permit shall cease to be valid after its expiration date.
A physical permit is not valid if displayed in a vehicle other than the vehicle with the registration number on the front of the permit. An administration charge will be payable when a permit is amended for a change of vehicle.
Any valid physical permit must be clearly displayed at all times in the front windscreen of the vehicle it has been issued to so it can be viewed externally. It must not be copied, changed or defaced in any manner and the permit may not be used in any other vehicle.
Conditions of use
If we have reasonable grounds to believe that the conditions of use of the permit have been abused, we reserve the right to cancel the permit. We will notify you of our decision in writing. Any physical permits must then be returned to us within 48 hours.
You must obey the law relating to parking and obstruction on the public highway. Make sure your vehicle complies with the below:
- vehicles must park within a marked parking bay where there is one on the carriageway and not park on pavements, footways, grass verges
- vehicles must not double park
- Vehicles over 5.5m long, including: HGVs, commercial vehicles and motorhomes are not permitted to park in a residents parking zone, nor is the use of a trailer. Permit applications will not be approved.
Vehicles must not park causing an obstruction to other road users on the highway.
Residents are not permitted to reserve parking spaces within a resident parking zone by placing any items including bins, cones on the highway.
Your permit may be cancelled and revoked if you do not follow these terms and conditions. The permit is valid only within an area designated to resident permit parking.
We reserve the right to withdraw any resident permit or visitor permit if an individual is found to be misusing the permit and each case will be reviewed for further action taken if necessary.
All permits are non-refundable or exchangeable.
The Council, its servants or agents do not accept any liability for any damages to or loss of vehicles or their contents whilst they are using the designated locations.
